Food and Refrigerated Vending Need a Stronger Permit File

Food vending is where a machine specification stops being a simple list of features and starts becoming part of the operating control system.

A sealed candy bar sitting at room temperature does not create the same failure consequence as a packaged sandwich that depends on refrigeration. Once food safety depends on temperature, the machine's sensor, controller, refrigeration system, alarm behavior, and vending logic matter.
